Snow Leopard will still run PPC apps via Rosetta, it just won't run natively on PPC machines.
If this machine was updated from Leopard to Snow Leopard, perhaps that's the problem, and re-installing Rosetta might help.
What would be interesting to know is if any other apps will run via Rosetta on that machine. In looking at the Proxifier web site, it looks like it ought to be a universal binary, though, so setting it so it doesn't run in Rosetta should make that irrelevant.
